St. Pat's Day charges dropped
New York-Charges have been dismissed against the more than 200 demonstrators arrested for violating a court order by marching in the St. Patrick's Day Parade last spring, the district attorney announced October 30.
Police arrested 228 protesters March 17 after they ignored a judge's order and walked up Fifth Avenue six abreast behind the green and white banner of the Irish Lesbian and Gay Organization.
Five protesters were charged with disorderly conduct and issued summonses. The other 223 demonstrators were issued desk appearance tickets for contempt of court, resisting arrest, parading without a permit or similar charges, police spokesman Sgt. John McCluskey said at the time.
The arrests were made after a judge ruled that the gay Irish group, which had battled for three years to be included in the main parade, could not stage a protest parade on the avenue.
A release from District Attorney Robert Morgenthau's office said the decision to drop the charges was based on several factors, including the amount of time already served by the defendants, their passive resistance to police and the lack of damage done during the protest.

The deal was worked out with the Municipal Labor Council and with the Gay Teachers Association, which had sued the city in 1988 over health benefits. The group charged the city with discrimination because heterosexual spouses automatically received benefits.
The suit was resolved as part of the deal, said Dinkins.
In January, the city had implemented a Domestic Partnership Registration plan that allowed gay city employees to officially declare their relationship.
Registering provided visitation rights at city hospitals and jails, succession rights to city housing and bereavement and childcare leave for gay workers and their part-
ners.
The $25 million to $40 million needed to fund the plan will come from existing city funds. Partners will have to meet certain standards-like a joint bank account-to prevent abuse of the benefits.
Roommate in trouble again
Juneau, Alaska-Parents kept at least 230 students out of Juneau's public schools Monday to protest inclusion of a book on gays in elementary school libraries.
The boycott involved 4 percent of the district's 5,400 students, officials said. At issue was the book Daddy's Roommate, which deals with a young boy's visit to the home of his recently-divorced gay father.
Three parent-teacher committees had recommended the book be retained in the libraries. On October 25, Superintendent Bob Van Slyke adopted their recommendation.

Van Slyke cited court rulings that have said library books cannot be removed solely for their portrayal of political or social views, even though they may be offensive to some.
Merrian Beal, one of the boycott's organizers, said Van Slyke's decision will be appealed to the school, board.
As many as 400 people attended recent hearings at the elementary schools, where emotional testimony was presented to the committees as they considered the request to remove the book.
Anti-gay vote could cost Idaho
Boise, Idaho-Idaho taxpayers could be on the hook for up to $300,000 if the state has to defend a proposed anti-gay initiative and the proposition is found unconstitutional by the courts.
Chief Deputy Attorney General Jack McMahon told state Senate Democratic leaders on November 3 that since the attorney general's office has already twice determined the initiative violates basic constitutional rights it would be a conflict for the office to subsequently maintain to the courts that the proposition is valid.
In addition, he said that should the proposal be found unconstitutional, as Attorney General Larry EchoHawk reiterated it was, the state could be required to pay the legal expenses of those who challenged it in the first place.
In his latest legal assessment, sought last June by Democratic leaders, EchoHawk again said the initiative denies gays equal access to the political process and violates the right to free speech.
A religious-right group is attepting to get the initiative, similar to Colorado's, on the November 1994 ballot.
